PHP errors cause a "This page isn’t working" message instead of any error feedback data

For example if I include(""); a file and put in the path incorrectly, when I visit my page it will simply say "This page isn’t working" rather than something like "Error on line 2 yada yada". How can I set this up to give me proper feedback?

I am using
Economy Linux Hosting with cPanel

For security reasons cPanel defaults to saving the error in the file error_log in the folder the error happened in. If you go to select php version and click switch to options in the upper right there's a setting to display errors.
